The Basque Country Agglomeration Community (CAPB) initiated in 2025 a process of pooling Energy Savings Certificates (CEE) for municipalities and satellite structures in the territory (mobility union, waste treatment union BIL TA GARBI).
Until now, the CAPB (Communauté d'Agglomération du Pays Basque) has managed the Energy Savings Certificates (CEE) generated from its operations itself. With the support of a specialized service provider (Certinergy), it is now deploying a collective system allowing municipalities and their affiliated entities to gradually integrate the approach in order to facilitate the monetization of their energy-saving actions .
This workshop will offer feedback on the implementation of this pooling: the structuring of the system, the support provided to municipalities, the initial lessons learned and the levers identified to overcome the complexity of the CEE framework.
An initiative still in the deployment phase, but already providing lessons for other territories wishing to test a shared approach to the energy transition.
