As public funding for the energy transition dries up, local authorities must continue to lead this transition within their territories. To carry out ambitious projects, they are turning to other sources of funding. Energy Savings Certificates, for their part, are seeing an increase in the volume of bonds issued, period after period, and are therefore following a dynamic opposite to that of public funding. Although relatively complex, they are becoming an attractive source of financing for local authorities.
The Grand Est region is seeking to establish a position on this issue, offering local authorities the opportunity to collectively monetize the Energy Savings Certificates (CEE) they generate. This monetization method offers numerous advantages, such as pooling the expertise of local authorities and improving the management and monetization of CEEs.
AMORCE will complement this feedback with other territories that have implemented similar CEE valorization schemes.
