Fair and sustainable territorial strategies to deal with the heat: from greening to cooling networks, what range of options are available to local authorities?
Faced with rising temperatures, a major new challenge arises: deploying effective cooling strategies without exacerbating social inequalities or increasing energy consumption.
This round table will revisit the regulatory context which now requires municipalities with more than 45,000 inhabitants to develop local heat and cold plans.
This obligation opens the door to new levers for action. Centralized technical solutions, such as cooling networks and tempered water loops, will be addressed, as well as low-tech solutions at the scale of individual homes and neighborhoods, energy-efficient building renovations, the role of green spaces, and the importance of water.
To combat the explosion in individual air conditioning use, what roles and resources can local authorities mobilize to promote passive and energy-efficient equipment that benefits everyone? Indeed, the social issue remains central, as the most modest households are often the most vulnerable to heat.
This round table will inspire territories of all sizes to implement effective public policies for adapting to rising temperatures, both day and night.
