The 2022 energy crisis forced all stakeholders, particularly local authorities, to implement energy conservation plans, primarily for economic reasons and due to the risk of supply disruptions. The implementation of these plans resulted in an average reduction of 12% by the end of winter, and up to more than 20% in some cases.
The tertiary sector decree mandates a 40% reduction in energy consumption by 2030. To achieve this goal while controlling public spending, it is essential to combine energy conservation measures with energy efficiency improvements. While many local authorities have demonstrated their ability to implement energy conservation measures in emergency situations, the challenge now is to make these measures standard practice in the management of public assets, so that they can no longer be called into question.
How can we ensure that energy efficiency becomes the foundation of local authorities' intervention strategies regarding their public assets, regardless of fluctuations in the energy market?
The Cler Network, in partnership with the AMORCE association, proposes to lead a discussion with participants on the conditions for ensuring the sustainability of energy efficiency initiatives, drawing in particular on the results of surveys conducted by AMORCE in 2023 and 2025 with local authorities regarding their energy efficiency plans. We will work on the most relevant levers to activate and the actions to take to build consensus around energy efficiency.
