The building stock of local authorities is a key element in the energy transition of their territories. For several years, local authorities have been implementing various action plans: energy renovation programs for their building stock, optimization of energy procurement and consumption monitoring, leveraging of assets for renewable energy production through projects involving total sales, individual self-consumption, or participation in collective self-consumption loops, and flexibility through energy storage and demand response.
All of these developments are gradually transforming public asset management practices. Building management is no longer limited to maintenance or daily operations; it now incorporates broader energy, environmental, economic, and organizational considerations. This transformation often requires enhanced coordination between different local government departments (technical, financial, energy) as well as cooperation with numerous external partners.
