District heating networks, solar power, wind power, renovation, distribution, supply… local authorities are multiplying legal structures (mixed-economy companies, public-private partnership companies) to support the energy transition. But between political intent and the reality on the ground, numerous challenges exist. Economic balance, agile governance, local integration, and risk management: what are the levers for building robust implementation tools? What are the obstacles?
Are our mixed-economy companies (SEMs) a source of revenue for their public and private shareholders? Are they competitors of private actors? Or are they complementary, helping to further the transition? … What policy objectives can be set for them and how can they be managed?
Based on our local situations and our experience, our workshop invites you to challenge us with your experiences and to identify what really works and what hasn't.
Objective: To identify concrete keys to managing our public tools and making them actors in the transition at the service of our local policies.
A workshop with no beating around the bush, for those who want to move from intention to action.
