While national policy on energy renovation of housing is constantly evolving, without providing real visibility to the entire ecosystem, how can local authorities implement an ambitious and relevant policy for their territory?
In 2024 and 2025, local authorities had to adapt to a new contractual model with the State to finance the Public Housing Renovation Service. In 2026, the scope expanded to include housing adaptations, support for people with reduced mobility, and the fight against substandard housing; all of which require distinct services and structures. At the same time, announcements are piling up, new changes are being made to the MaPrimeRénov' grant, and there are threats to the budgets allocated to residential building renovation; all of these developments are complex and require the various local stakeholders to navigate them.
The Rhône Local Energy Transition Agency (ALTE 69) and AMORCE, an association of communities and partners committed to the ecological transition, as good neighbors, propose to reflect together on this issue, will share questions and feedback from their members with very varied profiles, at their local and national level.
This workshop will provide an opportunity to discuss levers available to elected officials as well as to territorial engineering structures.
