Achieving carbon neutrality by 2050 requires a profound transformation of territories. But how can local authorities translate their major energy-climate strategies (PCAET/LABEL TETE - Climate, Air and Energy) into operational actions linked to sectoral planning (energy, buildings, mobility, etc.) and their urban planning documents (SCOT, PLUi, etc.) ?
Our workshop, based on the MAP 2050 research project , proposes to explore tools and methods to effect this transition to action.
On the one hand, we will present an approach to translating the energy and GHG trajectories of the PCAETs into an operational strategy. How can we analyze, by lever and target of territorial action, the key dynamics, the room for maneuver, and the impacts of the mechanisms planned in local plans and mechanisms?
On the other hand, we will present how the link between monitoring energy trajectories and a mapping approach to low-carbon urban planning adapted to climate change makes it possible to go beyond the sectoral framework and integrate the transition into planning decisions.
